Former supervisor and cur-x-ent Hancock County Port & Harbor Commissioner Russell Elliott called Kellar ?a good, good man.?
Elliott served on the board with Kellar when Hurricane Camille leveled much of Hancock County. He said Kellar sent much of the equipment from the northern part of the county to the devastated areas to help in the rebuilding process.
?He helped put this county back in shape,? Elliott said.
He recalled many trips he and Kellar made to Washington, D.C. in efforts to help Hancock County. They always flew, although Elliott remembered how Kellar hated to fly.
?He was scared to death of flying,? Elliott chuckled. ?But we always flew.?
Former supervisor Sammy Perniciaro served with Kellar on the board from 1976-88. Perniciaro recalled his longtime acquaintance with fondness, saying Kellar?s death ?is a real loss to the county.?
?Dolph was a fine fellow,? :	Perniciaro said. ?He always
looked out for the people of Han-i cock County and acted in their best interest of Hancock County.?
Perniciaro also recalled Kellar?s dislike of flying, and remembered one particular rough flight on a private plane.
?(Kellar) said he would take a bus back,? Perniciaro remembered. ?But he flew back.? Jerry Ladner also served on the Board of Supervisors with Kellar during a four-year term from 1972 to 1976.
?We had some disagreements,? said Ladner, ?But, I always had a lot of respect for him. He taught me some things.
?He was a real statesman and was well thought of by the people.?
Besides his son, Tim, Kellar is survived by his wife, Buelah; another son, Don; three daughters, Sandra Lee, Becky Johnson and Tammy Vivoni, all of Picay-
une and the Flat Top Community; a brother, Cecil and a sister, Irma Frierson, both of Picayune; 10 grandchildren and three great-grandchildren.
Visitation is scheduled from 6 to 10 tonight at McDonald
Funeral Home in Picayune.
Funeral services will be conducted beginning at 2 p.m, Friday by the Rev. James Fendal-son at the First Baptist Church of Nicholson, followed by burial at Turtleskin Cemetery.
