Such an effort should include the development of improved tropical analysis technique using low level winds derived from synchronous satellite data and the development of better numerical prediction models. It is further recommended, that ESSA set a goal of reducing the displacement error (between predicted and observed position) to the order of 75 miles in 24 hours by 1974.
