-i^ggAV, FEBRUARY 8) 1979 NationalTtegL .er selections to be revealed at slide show BY ELLIS CUEVAS A proposal by the firm of Moore and Powell, Certified Public Accountants, to perform a final audit of LPW Grant No. 04-51-26257, was unanimously accepted by the Bay Council Tuesday. Moore and Powell agreed to do the audit at a fee not exceeding $1,000. The firm is located in Bay St. Louis. Also Tuesday, Mr. and Mrs. James Kambur appeared before the Council with a request to purchase or re-lease a piece of property adjourning property owned by them. Kambur’s hold a lease on the property in question valid for 16 more years. The property is a 16 foot strip along St. Charles and a narrow strip along Beach Boulevard. Mr. Kambur said, “When we purchased the property 32 years ago, we didn’t realize part of it was a lease. We have continuously payed taxes on the property.” After discussion, Board Attorney Joseph Gex was requested to work with the Kambur’s and come up with something possibly at the next Council meeting for consideration. In other business the Council discussed the contract with Gulf Regional Planning Commission for the Small Cities Project. Gex was asked to check the contract and he said it seems to be proper and in order. Ronnie Murrary stated that the $20,000 fee was the top figure and it would probably be less. Council requested a further break down on the fees to be added to the contract for consideration at the next meeting. A discussion was held in reference to a private contractor to collect the garbage in Bay St. Louis. Attorney Gex was asked to prepare an amendment to the ordinance and the item wpa tabled for further study on a motion by Councilman Pete Benvenutti. Kelly McQueen, City Clerk submitted a monthly report to the Council on building permits issued by the city. Council further requested the names, addresses, and type of construction or renovation be supplied in the future. Joe Brown, of Joe Brown Engineers, Inc., reported to the Council on the Bouslog Street Sewer Extension. Brown said, “The weather has got us trapped, we get the streets ready to resurface and the rains come. It will take a week of dry weather before street repairs can get underway.” Brown, also engineer for the Small cities project in the 500 block of Washington, Sycamore and Kellar Streets, gave a rough proposal to the Council on sewerage. Brown stated in his research, “Sycamore and Kellar are both dedicated streets, but I am unable to find where Washington has ever been dedicated. It was listed on some of the earlier maps of the city as being a street.” -•— - Brown was given approval by the Council to seek proposals from firms to do a soil sampling in the project area. Brown discussed the use of only me pumping station instead of a lift station on each street. There also seems to be the need of possible easements, which will be studied by the Council. In talking about the monies for the project Brown said, “It looks like a tight project, (Hi estimates, and no funds are for street repair. The narrow conditions of Kellar and Sycamore will cause severe problems during construction to the contractor, as the streets have only one exit.” Council accepted a letter from the Historical Society from Louis Fernandez, president, saying that on Feb. 14 there will be a slide-film commentary program designating the buildings in Bay St. Louis to be nominated to the National Register of Historic Places. Council was unamimous in cosponsoring the program being presented by Miss Adele Cramer, Architectural-Historian of Department of Archives and History, Jackson. Fernandez said invitations are being sent to political leaders and owners of places being considered and the presentation will be open to the public. Mayor Larry Bennett usually attends the Council meetings, but was absent due to his attendance of the National Association Regional Council in Washington D.C. The meeting regards different Federal funds that are available.
