complete surprise is the frustration resulting from the limited scope of my official duties as a councilman,? she explained.
?As I attempt to deal with everyday problems in my ward and in the city in general, I am constantly being reminded that I am over-stepping my authority or that I am delving into an area that is someone else?s responsibility,? she complains.
Although a councilman?s duties are strictly legislative, Cowand says she finds learning about ?paving and potholes? challenging.
A day never passes in which a situation doesn?t arise which warrants consideration, she added.
?I thrive on the daily grievances and input from all the people. It is impossible for me not to get involved when most of the problems are right at my doorstep,?
Cowand said.
Sometimes the only way to see that things get done is to ?get down in the ditches,? she added.
?I only wish that more could be accomplished in less time,? she said.
To her credit, Cowand has been successful in many ventures for the improvement of Ward 1.
Included among these is the
warning iu in in m nay Hiiemeiuaiy ounuui and an animal control ordinance, on which she is currently working.
?I would also like to see complete city utility services extended into the annexed area, particularly in the Cedar Point area where some residents have been patiently waiting for more than a decade,? she said.
Bay Mayor Victor Franckiewicz says Cowand spends a lot of time at being a council member.
While the other council members have full-time jobs in the professional field, Cowand works at being a councilman fulltime, he said.
?I think an interesting comparision between the way Cowand and the other council members handle things is the passionate concern she has with individual?s problems in the ward no matter how small the issue,? Franckiewicz said.
Cowand really works hard for her district, he added.
?Although sometimes she seems to think she is pestering me, usually when she comes up with a concern it is a valid one,? Franckiewicz stated.
All councilmen are equally intense for their wards but when Cowand asks for something she birddogs people until it is completed, he said.
