TESTED
Relatively unsopliisticated municipal and county governments, some of them newly elected to office, were sorely tested in Hancock County, Harrison Countyj Waveland. Bay St. Louis, f&ss Christian, and Long Beach.
For the first few days most of the areas were under martial law declared ty the Governor. Residents of Ihss Christian were mostly evacuated to refugee centers in Jackson and Hattiesturg "because of large scale destruction of Ibss residences.
Most of the men serving on these local government todies forgot atout their own personal IxLsiness interests, and worked l^J-. 16, 18 hours a day to solve their community pro-tlems. At every step they met a morass of red tape on applications and forms in tiy-ing to secure federal aid. Confusion was piled on top of confusion, most of it not the fault of the local officials. Federal agency representatives dia little to clear up the confusion.
With so much destruction, most local governments didn’t even know wliere they would get the money to operate police, fire, water, sewerage and other public services.
In our opinion, each man performed to the top of his individual ability. The effectiveness of results can he test measured ty events.
