I applaud your president, Frederick Williamson's,* emphasis on sound management of State programs and tight administration of Federal grant monies apportioned for Statewide and project activities under the Historic Preservation Fund. The national conference clearly recognizes that the manner in which grant allotments are expended is a major criterion applied in decisions about the future of our cooperative efforts. Historic preservation in the latter part of the twentieth century is inextricably linked with the vitality and promise of our communities. The movement is a part of_, not apart from, America's most compelling social issues and goals. It plays in every game in town. Our partnership has an exciting opportunity, working with local initiatives, to make an extraordinary positive impact on the physical and spiritual quality of life in our country.
