,Biloxi-Gulfport, Miss., Thursday, March 18, 1982 ?THE DAltY HFRAt n Page B-6 Moratorium extended on construction CYNDY CRANFORD 1 The Bay Bureau The Bay St. Louis City Council Tuesday voted to extend the current moratorium on beachfront construction in residential sections an additional six months after the May 19 expiration date. The moratorium was imposed when the council learned that a 1965 ordinance prohibiting construction on the beach was not signed and therefore was invalid. A.1972 ordinance exempting four lots owned by New Orleans musician Pete i Fountain adjoining the Bay Bridge designated incorrect numbers on two of the lots and also was not valid. Several ordinances proposed in recent months failed adoption due to public objections. The Bay St. Louis Planning and Zoning Commission has been charged with preparing a proposed ordinance for the council?s consideration. In other business, the Council: ?Accepted the amended proposal of engineer James Chiniche to repair the Leonhard Avenue water well for $3,500. This amount is 10 percent of estimated costs of $35,000. The contract was earlier awarded to Chiniche, basing his fee on the scale of the American Association of Civil Engineers. ?Accepted the $25,991 bid of Necaise Brothers Construction Company of Long Beach, the lowest of three, to renovate the Washington Street Park. ?Accepted the $166,877 bid of Southland Enterprises Inc. of Gulfport, the lowest of three, for the replacement of about five miles of gas lines in the city.
