Mayor F. W. Elmer returned last night from Jackson, Miss., where he went to represent the petitioners from this coast who are asking Miss. Gov. Vardaman to take steps toward opening up all the territory in dispute between the States of Louisiana and Mississippi to the oystermen of this State.
