To the Editor of the Picayune:-
To the editorial or reportorial conundrum -which appears in this Evening's "Picayune" - "What has become of the Howard Association ?" let me answer that it has not run away, but stands ready organised for duty as soon as the time comes which calls it to its work.
That time is when there is an epidemic; or, as expressed by Article 2 of its Constitution, "The object of this association is the relief of the destitute sick in periods of epidemic."
As yet the Board of Health have not announced an epidemic, and it is still our hope and belief that the present fever will not become epidemic.
As to the rest of your paragraph, its statements are doubtless
true. In a city of the size of New Orleans there are always many
cases of destitute sickness and suffering. But the Howard Association
has a special mission. When their duty calls, they are ready.
