V Meanwhile, the City of Shieldsborough, despite an apparent lack of enthusiasm on the part of the Board for their offers, had spent almost two years building a new City Hall. Samuel White now was president of the Board, and members were Asa Hursey, Thomas Basam, H. T. Stewart and Pierre Baptiste. B. Sones was clerk, and D. C. Stanley sheriff.
