Samuel S. (?Scott?) and Sandra R. Bagley moved to Bay St. Louis on March 21, 2003 while Scott was completing his last assignment in the Air Force as Staff Judge Advocate of Second Air Force located at Keesler Air Force Base in Biloxi. Their daughter, Drew, was a freshman at the University of Mississippi in Oxford.
The Bagleys built a home (a two story, raised center hall cottage) at 318 Main Street as part of the Olde Towne Place developed by Stuart and Ashley Famet of New Orleans. Their home was the fourth home completed in the development and was built by Jim Grotkowski of Structures of Diamonhead. The home was designed by Sandra with Stuart Famet as the architect.
Both Sandra and Scott are originally from Fayetteville, Tennessee but had spent the 26 years prior to the move to Bay St. Louis traveling the country and world on various Air Force assignments - coming finally to the coast following an assignment in Los Angeles where Scott was the Staff Judge Advocate of the Air Force Space and Systems Center. Their daughter, Drew, was bom in Dayton, Ohio, on December 28, 1983, while Scott was assigned to Wright-Patterson Air Force Base.
Scott retired from active duty on January 1, 2005, with the rank of colonel.
Sandra, an artist specializing in oil painting, was instrumental in choosing Bay St. Louis as their retirement home due to its reputation as an artist colony. She was not disappointed as she has quickly become involved in the vibrant art community and has successfully exhibited her work in various galleries and shows.
In spite of their home being almost 30 feet above sea level, their home was significantly damaged during by Hurricane Katrina. Two feet of water on the first floor required significant remodeling but, with minimal wind damage to the second floor, the Bagleys were able to live upstairs pending remodeling of the first floor. The Bagleys had allowed their flood insurance to lapse as they had been told that their position on Main Street would never subject them to flooding. In spite of no flood insurance, the Bagleys were greatly helped by a grant from the Mississippi Development Authority allowing them to bring their house back to almost its original condition.
The Bagleys are members of Christ Episcopal Church where Scott has served an Senior Warden and Treasurer. Sandra serves on the rebuilding committee. (Christ Church was completely destroyed by Hurricane Katrina.). Scott is also a member of the Board of Directors of the Bay-Waveland Yacht Club and is president of the Hancock County Historical Society.
