The lack of modern administration has been costly to -Jay St. Loui The record of this city in attracting federal funds has been dismal, and part of the reason has been that there is no single administration responsible for it. nhe present form of p-overnment is too fragmented for coordinated efforts at p-ettinr* new funds.
'Phe proposed mayor-council form of government will ro a lonr way toward solvinr some of the problems in this city.
The mayor-council form would be a government of the people. The city would be governed by a five member council. Four of these members would be elected by and would represent the people from their ward. A fifth councilman would be elected at larre to insure that the council keeps the whole city in nind.
The council would have all lepislative power in the city.	It
would establish the city's administrative structure, would pass	all
* ordinances and resolutions, and would approve the budget and tax rate. The mayor's appointments would have to be approved by the council, and the council would have strong investigative powers to see that the mayor is running the city properly.
The administration of the city would be in the hands of the mayor. His primary job is to run the city under the policies and budpret set up by the council. The mayor has the power to make appointments, but only subject to the approval of the council.	He
could also veto the actions of the council, but the council can over-ride his veto.
A single administrator — the mayor — would be running the day to day affairs of the city. If he needs assistance in this, the law allows the council to Five the mayor an administrative officer, appointed by the mayor but subject to the approval of the council.
