STREETS, TRANSPORTATION AND TRAFFIC
The Commission Council is responsible for the paving and maintenance of the streets, and the placement of street signs and lights. The program is financed by revenue from the ad valorem tax. The traffic problem is not so much that of rush hours, but of seasonal increase. Especially during the summer season, parking facilities in the commercial districts are inadequate.
The State Highway Commission plans, builds and maintains the highway that goes through the city.
PUBLIC HEALTH AND SANITATION
There is no city health department, but there is a County Health Department responsible to the State. Its greatest efforts are made to prevent epidemics and to educate the public in nutritional and preventive fields. Our County Board of Health consists of a doctor, a nurse, and a sanitationist.
The local hospital, which is operated by the King’s Daughters and Sons, has seventeen beds and six bassinets. This is the only hospital in Hancock County, though Hancock County has a population of more than twelve thousand. No hospital facilities are available for colored patients in this county. There is no public clinic for people of low income.

The P. T. A. holds a pre-school clinic annually, but there is no school nurse or school doctor. Our schools do not require medical or dental examinations for the children.
Bay Saint Louis has five licensed physicians (including the Public Health doctor), three licensed dentists, and four drug stores.
The disposal of sewage is an individual one, by the use of septic tanks and cesspools. (The beach front has drainage pipes emptying into the waters of the Bay. Some people “tie in” to the drains and dispose of the refuse in this way.)
Garbage is collected without charge twice a week by City trucks.
PUBLIC WELFARE
Public Welfare is a state function in our community. The local officials consist of a board made, up of a member from each beat in the county. These members are appointed by the governor of the state and pass on all the applications for Old Age Assistance, Aid to Dependent Children, and Aid to the Needy Blind. These three assistance programs are carried out by an office force of an agent, who has charge of the office, a case visitor, a child welfare worker, two full time stenographers, and one part-time stenographer.
