I) HIGHLIGHTS: BILOXI WATERFRONT April, 1985 - April, 1986 • After six public forums, dozens of technical meetings and review by over 1500 citizens, the Biloxi Waterfront Master Plan was published. Plan elements completed at a cost of $160,000 through a grant from the Bureau of Marine Resources, Mississippi Department of Wildlife Conservation, include: —Introductory/Background Information —Detailed Environmental Impact Assessments —Inventory and Analysis: Waterfront Needs & Opportunities —Market and Feasibility Analysis —Conceptual Drawings & Plans —Regulatory Policies and Standards —Implementation Strategies —Documentation of Citizen Input • Master Plan and related regulations were approved and adopted by plan sponsors: —City of Biloxi (City Council) —Biloxi Port Commission —Greater Biloxi Economic Development Foundation • The Point Cadet Development Corporation (P.C.D.C.) was organized and chartered to carry out the waterfront plan. Its Board of Directors is composed of the Mayor of the City of Biloxi, the President of the Biloxi Port Commission and the President of the Greater Economic Development Foundation. • The City Council approved a sub-grant agreement with the P.C.D.C. authorizing the use of $2.5 million in CDBG funds for land acquisition, infrastructure improvement, and project management at Point Cadet. • H.U.D. approved a loan guarantee for $2.1 million of the above funds with the balance coming from the city’s FY85 CDBG budget. • The Biloxi Waterfront Office in the Biloxi Port Commission Building was converted into the P.C.D.C. and the waterfront plan’s coordinator was hired as executive director. • Engineers and architects were hired to prepare final construction plans and documents for Phase I waterfront projects. • The Mississippi Chapter of the American Planning Association cited the Biloxi Master Plan as the best planning project in the State. • Permit applications for the Point Cadet Marina were filed and approved by State and Federal regulatory agencies. • A final Point Cadet project “footprint” (site plan) was completed along with accompanying renderings and a three-dimensional model. • A long-term lease for 7.35 acres of the Gulf Coast Research Laboratory’s property south of the Marine Education Center was approved by the Board of Trustees, State Institutions of Higher Learning. Federal covenants restricting the use of this property were also cleared by the U.S. Department of Education. • Private property acquisition (approximately 10 acres) was initiated for the following properties at Point Cadet: Cadet Street (9 parcels) Factory Restaurant Kuljis Bowling Alley (2 parcels) Deer Island, Ltd. Kuljis Oil Dock Kuluz Bros. Packing Co. • An Architectural Review Board and a Neighborhood Heritage Advisory Board were organized in Biloxi as recommended by the master plan to implement design standards. • The Biloxi Port Commission and the Biloxi City Council both issued their intent to sell $3.5 million in special obligation bonds to construct the Point Cadet Marina (280 slips). The Marina bid package was advertised for construction to begin in June, 1986. • The City of Biloxi, through the Point Cadet Development Corporation assumed operation of Gulf State Marine Park at Point Cadet from the Bureau of Parks and Recreation, Mississippi Department of Natural Resources. • A county-wide Sand Beach Plan is being finalized, incorporating many of the general concepts established in the waterfront master plan for Biloxi’s beach areas. Included in these are the suggested development of restrooms, walkways, additional vehicular access and parking, erosion control, and landscaping. • The Point Cadet Development Corporation, working in cooperation with the City, the Port Commission and the Greater Biloxi Economic Development Foundation, has assisted several,waterfront businesses in securing industrial sites. A boatbuilder and two seafood distributors have been located at sites at Rhodes Point, Clay Point, and Point Cadet, helping to retain 50 industrial jobs for Biloxi. • In addition to the Point Cadet waterfront project, plans are progressing for the following Phase I (1985-1990) waterfront projects: —Kuhn Street Boat Ramp —1-110 Loop Pier —Popp’s Ferry Boat Ramp —Hiller Park Inner Harbor —Beauvoir Road (Coliseum) Fishing Pier In a brief presentation to the plan’s sponsors (the City, the Port Commission and the Greater Biloxi Economic Development Foundation) former Biloxi resident Shelly McCowin Johnstone, MAPA Secretary, cited Biloxi’s “progressive and innovative leadership” for their development of the waterfront plan. The plan’s sponsors were especially recognized for the citizen participation process used in the document’s preparation. fMARKFTcontinued from pg 7) Conditions of Development Successful development of the Point Cadet Festival Marketplace will require the innovative resolution of a number of important development issues. Specific “conditions of development” essential to the success of the project include: 1. The festival marketplace must be conceived and executed as a special and unique center in terms of its theme, quality, design, retail mix and operation, capable of drawing national and international visitors. 2. The festival marketplace must be themed, marketed and promoted to a wide and diverse market population-its “popular” appeal should attract people of all ages, interests and economic background. 3. The festival marketplace should be organized and themed on the basis of Biloxi’s genuine waterfront/ seafood/shrimping/maritime traditions and ethnic heritage. 4. The larger Point Cadet development site, including the area north of U.S. 90 must be developed concurrently in terms of public infrastructure, new public uses and new private uses including but not limited to: a. Marina Development; b. Marine Education Center expansion and landscaping; c. Parking for total development; d. Shoreline improvements, i.e., bulkhead, piers, walks, plazas, etc.; e. Point Cadet Plaza; f. Seafood Industry Museum; g. Boatbuilding Exhibits; and, h. Improvements to U.S. 90 at and beyond the site. 5.1-10--U.S. 90 connector (1-110) highway must be open by the time the proposed festival marketplace is completed. 6. Transportation linkages must be provided to the convention center and principal hotels on West Beach. 7. An aggressive marketing and promotion program will be required for the overall Point Cadet development project. 8. General tourism promotion must be strengthened further to bolster “shoulder-season” tourism. 9. A single public-private organizational entity must have total responsibility for the implementation of the proposed development. This organization must be structured and possess talented professional staff so as to act in an entrepreneurial and aggressive manner. Source: The American CHy Corporation. The project, slated for completion in June, 1986, initiates implementation of the waterfront master plan. A similar project is also planned this year for the Popps Ferry area.
