4TH JUNE 1980 TO: U. S. DEPT. ARMY CORPS. OF ENGINEERS MISS DEPT. OF 7.ILDUFE CONSERVATION & BUREAU OF MARINE RESOURCES MISS DEPT. OF NATURAL RESOURCES BUREAU OF POLUTION DEAR SIRS: IN 1974 THE LAND MASS AT THE END OF THE LEI ON PIER WAS 50? WIDE. TONIGHT IT IS 29WIDE. IT HAS BEEN ENLARGED UPON SINCE THAT TIME WITH DIRT, SLUDGE, RIP-RAP, BLACKTOP, AND CONCRETE. THIS FILL HAS BEEN WASHED INTO THE SWIM AREAS OF THE BAY. THE AMERICAN LEGION POST NOW REQUESTS FURTHER EXPANSION TO THE EXISTING JETTY AND PIER TO "PROVIDE MORE SPACE AND ENLARGE THE AREA FOR FISHERMEN AND BETTER PROTECTION FOR BOAT LAUNCHING." THE CITY CORPORATE LIMITS OF BAY ST. LOUIS HAS ONE VIILE OF SWIMMING BEACH FROM WASHINGTON TO BAY OAKS DRIVE. IF THIS PERMIT ASKED FOR HERE WOULD ALLOW COMMERCIAL USES AT THIS FACILITY THE RESULT WOULD BE A LESS DESIREABLE AREA IN WHICH TO LIVE. THE CULTURAL ENVIRONMENT AND IMPACT WOULD THERE FORE CHANGE. THE SWIM BEACHES WOULD NO LONGER BE AVAILABLE HERE THE SECONDARY RESULTS WOULD BE A PROLONGED EXPANSION OF COMMERCIAL INTERESTS WHICH WOULD SUBJECT THE RESIDENTIAL PRO- ? PERTIES TO BLIGHT, DETERIORATION AND AN EYE-SORE ALONG THE BEACH THE BEACK ROAD IS A PROPOSED' NATIONAL REGISTER HISTORIC DISTRICT AND THE PROPERTIES SHOULD BE PROTECTED FROM INTRUSIONS OF AIR WATER AND TRAFFIC POLUTION OR IMPACTS,TO AlLOW RESIDENTS THE WAY OF LIVING TO WHICH THEY HAVE BEEN IN THE PAST. WE REQUEST A DECISION WHICH WILL NOT ALLOW OUR NEIGHBORHOOD OR THE CITY TO SUFFER EVENTUALLY AS A WHOLE DUE TO ADVERSE EXPANSION OR DEVELOPEMENTS. SINCERELY MARGARET PRESIDENT
