GUIDELINES FOR THE CONDUCT OF PUBLIC HEARINGS BEFORE THE BUREAU OF MARINE RESOURCES 1. At the appointed hour, the Hearing Officer, or the Bureau Director, will call the meeting to order. 2. Cards will be available at the door to all persons desiring to make t- ptny statement or offer any proof at the hearing. 3. The Bureau Director of the Bureau of Marine Resources, or his representative, will describe the project(s) in which all written objections were received. 4. The Officer conducting the hearing will then call upon the applicant, or his asignee, describe his proposal and offer any proof in oral or documentary form as he feels relevant to the issue of whether or not the application should be granted and the light of the public policy declared in Section 49-27-3 of the 1972 Mississippi Code. 5. Those who have filed written objections may next make such presentation as may bear upon the issues stated above. 6. Any other interested persons may present such material or comments 9 as will bear upon the issue. These persons will be called in the order in which they indicated a desire to consent. 7. Strict rules of evidence shall not apply, but the Hearing Officer shall confine the evidence, comments, or documents introduced to those which are material to the permit(s) being requested. 8. Written comments may be submitted on the issue if received by the Bureau of Marine Resources at least two (2) days prior to the date of submission to the Commission of the Department of Wildlife Conservation, this date being their next regular meeting.
