Box 310 Bay St. Louis, MS 39520 Dear Mayor Carver: Following our conversation, I discussed with members of the staff alternatives which might be pursued further in developing suitable marina and recreational facilities for the City. I also have had an opportunity to speak to Rae Sanders, BOR Coordinator, and Vic Frankowitz, both of whom agreed with a suggestion for getting off dead center. Our suggestion is that an informal meeting be called, to include yourself, the Commissioners, Fred Wagner, the engineering firm, Rae Sanders, and GRPC staff. At that meeting, no decisions would be made, but rather all proposals would be fully explored. We probably also should include someone from the Marine Resources Council, since they will ultimately be involved. After evaluation of proposal, it might be advisable to conduct a formal open meeting, following the hearing procedures of the Corps of Engineers and permitting a complete open review of the various proposals, including advantages and/or disadvantages. Rae Sanders was quite candid in our conversation, and promised to make a report to the Commissi oners this coming week. He tells me that he cannot possibly accommodate the project immediately, and that there is a backlog of committments. I tell you this so you will be prepared in advance. He is in a position which requires delicate handling, and it will take some time. Please let us know your thoughts about the suggestions, and we will start into action, if you think it appropriate.
