On August 7, 1979 the following prepared report was read during a regular meeting of the Mayor of Bay St. Louis and the city's councilmen. The presentation was made by Joe Pilet for the purpose of seeking a resolution from the council to obtain from the Attorney General an opinion as to whether or not officials who signed a Contract of Gift which gave to the Department of Archives and History in Jackson certain volumes of the City's minute Books under a contract that would give that Department unrestricted' History legal title; copyright and literary property right in the collection acted with legal authority and also whether or not such a contract would violate Freedom of the Press, since technically these books belong to the City of Bay St. Louis and are considered public property.
No action was taken by the Council at that meeting.
