Louis for twelve years, I want to thank you for your service and complete dedication to the people - treating everyone . alike, with no regard for financial standing, race, weed or color. ' We were ? your people, and you gave us your all.

Although many said it : *' could not be done, you were:
?	able to bring about the new Mayor-Council Plan, which will give us all a voice in the operation of the dty.
You were never wasteful with our tax ' dollars, nor ? negligent with the affairs of the dty, often taking the unpopular stand, when you considered it to be right and honest, and for the good of all of your people. This was often misunderstood.	....
You never made promises unless you believe they could be fulfilled, and yoU? always worked diligently'??? to^ carry ? them out.	'?J'
