Re:	Public Notice No. MS82-00210-D-AF, Completed dredging for access channel,
construction of bulkhead, boatramp and placement of riprap, Gulf of Mexico,
Bay St. Louis, Hancock County, MS
Dear Mr. Ruland:
We have reviewed your notice for the above project in Bay St. Louis. You have indicated that the National Register was consulted and that no properties exist which would be affected by the proposed work. We cannot concur with your findings.
The "Historic Resources of Bay St. Louis" National Register District is adjacent to this pier, and expansion of the pier is likely to have an adverse effect on the historic appearance of the Beach area and the National Register properties which face it.
This undertaking was submitted to us after work had been performed. This prohibits proper review under the Advisory Council's procedures. We are concerned that the work that has been done will affect the National Register district. We are more 'concerned that future unauthorized expansion of the pier will adversely affect the historic appearance of Bay St. Louis.
We are willing to agree to a determination of no adverse effect, however, if the applicant will declare that he has no further intention of expanding this pier.
If you cannot concur with our determination please forward our comments along with yours to the Advisory Council on Historic Preservation.
Sincerely,
ELBERT R. HILLIARD
