month report to the Board the amounts of money received and disbursed by him, and these reports shall be in such form, em-l-,. brace such details and made under such penalties as may be prescribed by ordinance, and shall when approved be entered on the minutes of the Board ; he shall, if required by said Board at the time of making said report, bring all moneys belonging to the City Treasury to the Board to be counted by said Board ; he shall faithfully observe and discharge all the duties that may from time to time be required of him by ordinance or order of the Board; he shall not receive any money on account of the city except on the receipt warrant of the. Secretary ot the city, and when any payment shall be made into the Treasury in pursuance of any receipt warrant issued by said Secretary, the Treasurer shall give to the person making such payment dupli-date receipts, specifying the warrant on which the payment is made, one copy of which shall be filed with such Secretary.
Sec. 49. Be it further enacted, That all indebtedness to said -city and all taxes, fines, penalties and forfeitures collected by the Mayor or oilier .officer thereof shall belong to said city and shall be paid by such officers without delay into the Treasury for the use of said ci ty; and if any such officers who shall have received or become liable for the payment of any money payable to the.City Treasurer, shall not within ten days after having >■ received the same or becoming so liable, pay the same over to the City Treasurer, the said Treasurer shall report the said •officer so-being in default to the Board of Mayor and Aldermen, who shall cause suit to be brought for the use of said city on the bond of said officer before any court having jurisdiction. t' Sec. 50. Be it further enacted, That no claim or demand of ■y any kind against said city shall be paid in whole or in part un-**'•. less the same is first j credited and allowed by said board of Mayor and Aldermen, and no money of said city shall be disbursed but by the Treasurer thereof, and by him only on a warrant issued by order of said board, signed by the Secretary thereof, and countersigned by the Mayor and im-»pressed with the seal of said city, which warrant shall be regularly dated, numbered and registered by the Secretary, and shall specify the amount, and for aud on what account issued, ,and the name of the payee .thereof, and shall bear no interest.	1
Sec. 51. Be it further enacted, That no public.officer of said city shall become directly or- indirectly interested or otherwise fconcerned in taking any job, contract or work, •let, made or authorized by said city during the period for which he shall have been elected dr appointed, and any such officer who shall buy or in any way; directly or indirectly, become the owner of or interested in any warrant, claim or demanq, payable out of the •city treasury, without paying therefor the face value of such warrant or demand or interest in it, shall upon conviction be

Be it further enacted, That the Secretary shall attend • all the meetings of the board of Mayor and Aldermen and keep full and correct minutes of their proceedings in a well bound ;book; he shall be the custodian of the seal of the city and all [files and records pertaining to the affairs of the board, and shall perform all such other duties as said board shall by ordinance

Sec. 53. Be it further enacted, That the Secretary of the city shall keep a suitable book in which he shall keep the accounts of all officers having or collecting any money for the city, exhibiting the debits and credits, which book shall be at all times *' subject to inspection ot any citizen of the city; the account kept by the Secretary with the officers shall sliow what funds the debits and credits represent, whether money, warrants or bonds; the Secretary of tlie city shall examine, and audit and settle the accounts of the Collector of taxes payable into the city treasury, and of all officers receiving money payable into f such treasury, and shall require all sums due from any officer to f be paid into such treasury, and op failure of such payment shall .	•
