SECTION 23:	SEVERABILITY CLAUSE
Should any Section, clause, or provision of this ordinance be declared invalid or unconstitional, such declaration shall not affect the validity of the ordinance as a whole or any part thereof, other than the part so declared invalid or unconstitutional.
SECTION 24; EFFECTIVE DATE
This ordinance shall be in full force and effect as provided by law after its passage.
SECTION 24:	REPEAL OF CONFLICTING ORDINANCES.
All ordinances and parts of ordinances in conflict herewith are hereby repealed.
