The area really has all the ingredients that industry seeks when looking for new plant location, namely; a healthy balanced economy, a progressive outlook on taxes, a good labor economics situation, fine climate and living conditions featuring good schools, transportation, shopping, churches and recreation, and a friendly receptive attitude on the part of the natives towards the new man or industry arriving there.

To give one anideaof the wide awake progressive thinking of the people and goal of Mississippi with regards to creating an economic climate that would be healthy and attractive to new industry it would be worth while recounting important legislation which has been passed within the state.
In 1944, the state of Mississippi, in order to create more of a balance between agricultural and industrial segments of her economy, passed Chapter 241, Lav/s cf Mississippi of 1944, commonly known as the BAVVI Law (Balance Agriculture with Industry). This law provides that a political subdivision (governing and taxing unit such as a municipality, supervisor's district, county) may own and lease to manufacturing enterprises buildings specifically designed for manufacturing operations. For financing the acquisition and the erection of buildings thereon, the political unit may vote bonds in an amount not to exceed 20% of
the assessed valuation of all property within its corporate limits. In a general election called for such purpose, a majority of the qualified electors must vote
