In addition, under the plan, newly established manufacturing enterprise* may receive exemption on municipal ad valorem taxe6 for a period of ten years’ and ten years county ad valorem taxes on all property except products of the manufacturing operation. Application is made by the company to the local taxing authorities for this exemption. The site and buildings of BAWI plants are owned by the municipality and are not subject to taxation.
Thus, by popular vote of the public, industry may locate in an area in Mississippi and have their plant built for them and leased to them without the huga capital investment that relocation can so often mean. In addition, the Mississippi area also gives new industry a really good break with regard to taxes.
At a regular session of the IVLississipps legislature, thirty-nina bills were enacted into lav/ which makes Mississippi's economic and political climate more favorable in regard to business, industry and its people. Each bill should be* fully considered in its entirety to determina its exact effect on any particular business or industry, but the f ollcwing synopsis points out the progressive trends. This legislation has come to be known as the Mississippi Bill of Rights for Business and Industry.
1.	REDUCTION OF STATE INCOME TAX Mississippi's Income Taxes will be reduced from the present
six percent down to a three percent base in 1966. Personal exemptions are also included to benefit the individual tax payer.
2.	WORKMAN'S COMPENSATION REVISION Six provisions of the Workman's Compensation Law have been
made in correcting some ineq\iities and making the law fair to all concerned. Savings will be reflected in the premium payments made
