The council met for the first time Monday afternoon.
After filing the charter and adopting a public records policy, the council went into executive session for personnel matters.
When the meeting resumed, Lloyd Ramirez was announced city manager and Sue Foster as city clerk. Both positions will be on a volunteer basis. Bragg Williams was selected to be city attorney.
In the council-manager form of government, the
city manager runs the city much as a CEO runs a corporation.
Ramirez worked with Shell Oil company as division operations manager on the West Coast, where he oversaw a $500 million budget and 1,000 employees.
He was the former POA director in 2002-2003 and served as POA president from 2004-2006.
He said serving as city manager allows him to use his corporate experience and give back to the community.
"The council-manager is the same structure as Shell," he said. "Instead of a board of directors, we have a council. It's the
same policies and procedures. The charter gave us the framework, now we have to fill in the policy."
After selecting officials, the council recessed until Thursday, Feb. 9, at 9 a.m. at the Diamondhead Community Center.
City Hall offices were established in the west wing of the POA office, 5300 Diamondhead Circle. Hours are 8:30-4:30 Monday, Wednesday, and Friday. The office number is 255-1900.
Future meetings will be held the first Monday of the month at 6 p.m. and the third Monday at 1 p.m. Both meetings will be held in the Diamondhead Country Club.
