The boundaries of the district will be identitive tentative to change after a architectural/historic survey will be completed within the next few months of buildings 50 year and older in the corporate limits of the city.
In the past it was a conception that funding for communities was through massive programs on projects benefiting low and moderate income persons. In May 1978 Robert C. Embry Jr., newly appointed HUD Assistant Secretary for Community Planning and Development, re-interated a major funding mechanism by local priorities, and spelling out support for HISTORIC PRESERVATION PROGRAMS. Embry described preservation as one of th n objectives of the Community Development HLock Grant " programs as established in the Housing and Community Development Act of 197U, emphasing grant assistance for community development and neighborhood revitalization activities and for preservation activities,/ provided the projects meet other applicable program requirements, funding $ is available for planning (historic preservation survey, comprehensive and community planning and the preparation of environmental assesments), urban environmental design, public facilities and related improvements ( (otherwise ineligible public work projects f.re elegible if undertaken for historic preservation purposes), placing new or existing utility
