Mrs. Hockett has asked me to reply to your recent inquiry. We were pleased to learn that the Hancock County Historical Society has undertaken a survey and that material provided by this office was of assistance in initiating the project.
I have attached some general information on the subject of bikeways, including two bibliographies. In addition, I have taken the liberty of sharing your letter with Mr. Robert Cleckner (Field Director, Bicycle Manufacturers Association of America, Inc., 1923 East Park Street, Arlington Heights, 111. 60004, telephone (312) 398-1271), who may be able to provide you with more specific information on bikeway plans developed for other localities.
Also enclosed is information from A Guide to Federal Programs, 1974 Edition on the Land and Water Conservation Fund, administered by the Bureau of Outdoor Recreation, Department of the Interior. Under this program matching grants are available to the states (and through the states to local governments) for both acquisition and development of recreation resources. With regard to amending your organization's by-laws and constitution, you may be interested to know that a new information sheet, Legal Considerations in Establishing a Preservation Organization, will be published by the National Trust in the near future; we will send you a copy when it is completed. Meanwhile, I have included a copy of the Charter of Incorporation for another Mississippi preservation organization, for your perusal.
With respect to your interest in establishing a historic district, I believe you will find the case study titled The Making of a Historic District, Swiss Avenue, Dallas, Texas of interest; it can be ordered from the National Trust Bookshop and is listed in the enclosed Bookshop Catalogue.
