small awareness of a government and modern benefits. While at levels well below proverty, as defined, there was (at least) the implied acceptance of a tranquil life in keeping with the manner to be expected at birth.
Completion of the Pacific railroad - a dream from the early 1900's - brought change as the tourists invaded and demonstrated alarm at the deplorable conditions under which these people lived. Today there is considerable activity by American volunteers in providing medical care and some degree of relief. But the cure is far away, and if the Mexican government has indicated concern, it is not apparent.
As in the case of the Maya struggling to maintain an identitv with t^e past^ the long range solution in our opinion, is in
t^e education of the young - and perhaps best not at village
locations - the benefits must be taught of an entry to the
modern world. Mexico should not be expected to funnel large sums to improve living standards, but could extend work opportunities, and generally to accept the Indian as a citizen.
On August 21, Mexico will elect a new President. Probably, this is the most important election in the past three score of years.
