restrictions for the protection, enhancement, preservation and use of historic properties. Such regulations, special conditions and restrictions may include appropriate and reasonable control of the use or appearance of adjacent or associated private property within the public view, or both.
SECTION 17:	HISTORIC EASEMENTS
The City may acquire, by purchase or donation, historic easements in any area within their respective jurisdictions wherever and to the extent that the governing body of the City determines that the acquisition will be in the public interest. For the purpose of this Article, "historic easement" means any easement, restriction, covenant or condition running with the land,designated to preserve, maintain or enhance all or part of the existing state of places of historical, architectural, archeological or cultural significance.
SECTION 18:	DEMOLITION
An historic property designated by ordinance as herein provided may be demolished only after 180 days written notice of the owner"s proposed action has been given to the Bay St. Louis Historic Distric's Commission during this period, the Commission may enter into negotiations with the owner for the acquisition by gift, purchase, exchange or otherwise of the property or any interest therein. The Commission may reduce the waiting period required by this Section in any case where the owner would suffer extreme hardship, not including loss of profit, unless a reduction in the required period were allowed.
SECTION 19:	DEMOLITION	BY	NEGLECT
In the event the Commission determines that a building or landmark is being "demolished by neglect", they shall notify the record owner or owners of the building of this preliminary finding, stating the reasons therefor, and shall give the record owner or owners thirty (30) days from the date of the notice in which to commence work rectifying the specifics provided by the Commission. Such notice shall be accomplished in the following Manner:
