SECTION 14:	APPEAL	OF	DENIAL	OF	CERTIFICATE	OF	APPROPRIATENESS
Any person may appeal from a ruling of the Commission.
Such appeal shall be made within thirty (30) days of the date of such ruling, to the governing authority of the City. Appellant shall file with the Commission a Notice of Appeal, specifying the grounds thereof. The chairman of the Commission shall forthwith transmit to the governing authority of the City all papers constituting the record upon which the action appealed from was taken. The final disposition of any such appeal shall be in the form of a decision expressed in a resolution, with reversing modifying, or affirming, wholly, or partially, the Commission's decision or determination.
Any person aggrieved at the findings of the governing authority of the City, after appeal from the Commission has been transmitte to the governing authority of the City and a hearing has been had thereof, shall have the right of appeal from the findings of the City Council of the City of Bay St. Louis in the manner provided by law.
SECTION 15:	ORDINARY MAINTENANCE OR REPAIR
A.	Nothing in this ordinance shall be construed to prevent the ordinary maintenance or repair of any exterior feature in an historic district which does not involve a change in design, material, color or outer appearance thereof, nor to prevent the construction, reconstruction, alteration, restoration or demolition of any such feature which the building inspector or similar official shall certify is required by the public safety because of an unsafe or dangerous condition.
B.	Definition of Ordinary Maintenance
Any work, for which a building permit is not required ;•	by law, where the purpose and effect of such work is
to correct any deterioration or decay of or damage to a structure or any part thereof and to restore the same, as nearly as may be practicable, to its condition prior to the occurrence of such deterioration, decay, or damage.

SECTION 16:	REGULATIONS	FOR SPECIAL CONDITIONS OR RESTRICTIONS
In addition to any power or authority of the City to regulate by planning or zoning laws and regulations or by local laws and regulations, the governing body of the City is hereby empowered to provide by regulations, special conditions, or
