ORDINANCE CREATING .AN, ARCHITECTURAL REVIEW BOARD FOR REVIEW OF CONSTRUCTION, ALTERATION AND/OR CHANGE OF FASCADES OR OUTER APPEARANCE OF BUILDINGS IN THE BAY ST. LOUIS HISTORIC DISTRICTS, AND GRANTING POWERS AND DUTIES OF THE BAY ST. LOUIS HISTORIC DISTRICTS COMMISSION AND ARCHITECTURAL REVIEW BOARD.
WHEREAS, the Legislature of the State of Mississippi has determined that the historic, architectural, archeological and cultural heritage of this State is among its most important assets and
WHEREAS, the City of Bay St. Louis through its governing body has complied with Section 39-13-5 of the Mississippi Code of 1972, Senate Bill No. 2833 Regular Session 1978, to permit the establishment of local historic preservation districts and landmarks and is committed to a comprehensive program of historic preservation, codified to promote the use and conservation of historic properties for the education, inspriation, enjoyment and enrichment of the citizens of the City of Bay St. Louis:
BE IT THEREFORE ORDAINED, as follows:
SECTION 1:	PURPOSE
The purposes and objectives of this Ordinance include, but are not limited to, the following:
A.	Safeguard the local heritage by preserving the cultural, social, economic, political, and architectural elements of the local history.
B.	Stabilize or improve property values in the preservation district by distric-wide upgrading of structures, environments, and zoning thus elevating the tax base.
C.	Foster civic beauty by improving the buildings and environmental quality, through preservation and restoration of historic properties. vi ; '
D.	Strengthen the local economy through preservation work and possible tourist interest and travel in the restored district.
E.	Promote the use and preservation of historic districts
for the education, welfare and pleasure of> the	v

F.	Establish a program of public, semi-public, and private historic preservation activities to foster coordinated efforts by all sectors of the community.

G.	Develop a financial plan using private, public and non-public funds to implement the program.
H.	Integrate the historic buildings and sites with the modern environment, realizing that a dynamic community is the result of a variety of visual effects , each complementing and reinforcing the other.
