SECTION 2:	BAY ST. LOUIS HISTORIC PRESERVATION AND DEVELOPMENT
COMMISSION.
The governing authority of the City of Bay St. Louis has been authorized to establish a Historic Preservation & Development Commission, hereinafter referred to as "THE COMMISSION", by Section 39-13-5 of the Mississippi Code of 1972, to preserve, promote and develop the historical resources of the City of Bay St. Louis, hereinafter referred to as "CITY". The Commission shall consist of five (5) residents of Bay St. Louis who shall be appointed by the governing authority of the City of Bay St. Louis with due regard to proper representation in such fields as histor architecture, urban planning, archaeology and law. The appointments to membership in the Commission shall be so arranged that the term of at least one member will expire each year, and their successors shall be appointed in like manner for terms of six (6) years. The Commission shall elect annually a chairman and vice-chairman from its own number. The Commission may adopt rules and regulations not inconsistent with the provisions of this Ordinance, and may, subject to appropriation, employ clerical and technical assistants or consultants. Funds received by the Commission may be expended for such purposes. The Commission shall have authority with regard to all Historic Districts or Historic Sites designated pursuant to this Ordinance.
SECTION 3:	POWERS	OF THE COMMISSION	!
The Commission established by the City pursuant to Section 39-13-5 of the Mississippi Code of 1972 shall be authorized to:

A.	Conduct an updated survey of all properties in the
r/"	City of Bay St. Louis, complying with all applicable
standards and criteria of the statewide survey undertaken by the Mississippi Department of Archives and His tory.

B.	In making its evaluation, the Commission shall seek to accomplish the purposes of this ordinance and, in particular, to preserve and protect the architectural and historical integrity and character of the Historical Preservation and Development Districts or Historic Sites.
C.	The Commission shall promulgate and publish such regulations and standards as necessary to inform the public of and to clarify and make certain the criteria by which applications for Certificates of Appropriateness shall be evaluated.
