The city's offer provided "that the Court house, when built, shall be used by the County of Hancock as a Court House, wherein shall be kept the Clerk's Office and Sheriff's Office at all times, and that during the times of holding the Courts, the County of Hancock shall have the entire possession of said Court house and that during the times that the Courts are not in session, the Board of Mayor and Aldermen shall have the complete and entire use of said building, and shall have the full Controll and Custody thereof."
The proposal also specified that if at any time the courthouse should be removed from Shieldsborough and the property sold, the county would receive only the amount for which the county's lot sold. No action was taken on the city's proposal.
